Many residents recently received notice from Bluegrass Water regarding its pending rate increase case before the Kentucky Public Service Commission (PSC), Case No.2025-00354.
The Persimmon Ridge HOA Board has historically taken the position that retaining separate legal representation in Bluegrass Water rate proceedings would not be the most effective use of HOA funds, based on the results of prior proceedings and the regulatory process involved.
However, that does not mean Persimmon Ridge is sitting on the sidelines.
Persimmon Ridge residents have been very actively involved in the current rate case, including submitting comments and information to the PSC and attending the recent public meeting. While the HOA has not retained legal counsel for the proceeding, our community is being well represented through the participation and advocacy of its residents.
YOUR NEXT OPPORTUNITY TO BE HEARD
This will provide another opportunity for public comment before the hearing takes place.
Residents may also submit written comments directly to the Kentucky Public ServiceCommission at psc.comment@ky.gov. Please reference Case No. 2025-00354 in your correspondence.
We encourage residents who have concerns about the proposed rate increase to make their voices heard through the PSC process.

The HOA has received concerns regarding dog waste being left on lawns and along common walking areas within Persimmon Ridge, as well as used pet-waste bags being left near mailboxes and other areas of the community.
Please remember that all pet owners are responsible for promptly picking up after their pets and properly disposing of pet waste and bags.
Leaving pet waste on another resident's property, along roadways or in community areas creates an unpleasant situation for neighbors and is easily avoidable. Likewise, bagging pet waste but leaving the bag behind simply creates another form of litter.
We have a beautiful community with many residents who enjoy walking their dogs throughout the neighborhood. A little courtesy goes a long way toward keepingPersimmon Ridge clean and enjoyable for everyone.
Thank you for your cooperation and for helping take care of our community.

Playground/Tennis Court Hours & Seasonal Access
The playground and tennis/pickleball courts are available for use from dawn to dusk.Because access is based on available daylight, the hours that key fobs will work will change throughout the year based on the time of sunrise and sunset.
As we move into fall and sunrise occurs later and sunset occurs earlier, please be aware of the upcoming changes to key-fob access:
Please plan your court activities accordingly and make sure you have exited the courts before access ends.
Gate & Access Reminders
We appreciate everyone’s cooperation in respecting these guidelines and helping keep our neighborhood amenities safe, accessible, and in great condition for all to enjoy. Thank you for helping us ensure the courts remain a great amenity for everyone in the community!

The Board has been working to provide clearer guidance about how our community rules will be enforced, and we are writing to let you know that we have approved an official Enforcement Policy.
Our goal with this policy is to ensure consistent, transparent, and fair application of the rules across the neighborhood. The Board is a volunteer group and takes this responsibility seriously. To help maintain fairness, we generally use two primary methods for identifying potential violations:
- Monthly drive-through inspections conducted by Cornerstone.
- Residential complaints submitted by neighbors.
We have also updated our existing Flag and Banner Policy following recent discussions to address situations some residents considered loopholes due to a lack of specific language. These updates are intended to more clearly define the Board’s position on enforcement and to reduce confusion — they do not represent a change in how the Board has historically enforced the policy.
Please note that the Board and our management team do not actively patrol the neighborhood on a daily basis. If you receive a notice and believe it has not been applied fairly—or you feel similar issues elsewhere in the community have been treated differently—please reach out to us. We want to hear your concerns and will review any reports of inconsistent enforcement.
The Enforcement Policy and the updated Flag and Banner Policy describe the processes in detail, including how violations are identified, documented, and addressed. We encourage you to review them and contact the Board or Cornerstone with any questions. An email was sent to the community from thedonotreply@cincsystems.net email address on August 4. The email includes attachments of the Enforcement Policy (Rules and Regulations) and the Flag and SignPolicy. You may also find those documents on the Cornerstone Portal underGoverning Documents, on the Cornerstone website, or on the PR Facebook page under files.
Please note that the Rules and Regulations Policy includes specific guidelines outlining the timeframe in which decorations for each holiday may be displayed.
Holiday Decoration Reminder
With Halloween coming up, we wanted to make sure this requirement is clearly called out so everyone is aware and can plan accordingly going forward. We’ve included a screenshot from the Rules and Regulations Policy below that outlines the applicable timeframe for Halloween decorations.
Thank you for your cooperation and for helping keep our community safe, attractive and welcoming for everyone.

To help streamline the Architectural Review Committee (ARC) approval process and ensure projects are reviewed consistently, the Persimmon Ridge HOA has adopted anew Exterior Alteration Request Form. The updated form is now available on the homeowner portal through Cornerstone.
Remember: If your project requires ARC approval, the request must be submitted at least 14 days before your planned start date, and written approval must be received before any exterior work begins.
Projects that require ARC approval include, but are not limited to:
The new form also includes project-specific requirements to help homeowners submit complete applications the first time. A few important reminders include:
Providing all required information with your application helps avoid delays and allows the ARC to review requests more efficiently. Before starting your next exterior project, please review the new form to determine what documentation is required.
If you have questions about whether your project requires ARC approval, please contact Property Manager Jennifer Simpson at Cornerstone Property Management at Jennifer@contactcornerstone.com before beginning work.
Once your application is submitted, Jennifer will review it and work closely with you to ensure all necessary information is provided. The approval process typically takes just a few days, and her goal is to help facilitate a smooth and successful outcome for your project.
Thank you for helping maintain the quality and consistency of our neighborhood!
